The Secretary, Federal Capital Commission, Canberra

Sir,

With reference to previous correspondence on the subject of housing accommodation for the staff of this Department at Canberra, and especially to my letter of 11.10.1926 in which it was mentioned that it was anticipated the staff would consist of the Postmaster, one Senior Postal Clerk, two Postal Clerks, six Telegraphists, two Assistants, one Postman, two Telephonists, three Messengers, one Line Foreman, one Senior Linesman, one Senior Mechanic and two Mechanics; and that, in addition to these, it was expected that about six Telegraphists would be temporarily stationed at Canberra during the Parliamentary Sessions, I have now to inform you that the following indicates the present position:-

2. In addition to the staff shown above, it is the intention to provide one additional Postman and also to supplement the staff with six Telegraphists and one Senior Mechanic during the Parliamentary sessions

3. It will thus be seen that there will probably be about 35 officers of this Department to be provided with accommodation, of which 28 will be permanently attached to the Canberra Office. Those already on duty there appear to be provided for in this respect, but it might be mentioned that on behalf of some of the officers who have to board, representations have been made which indicate that more comfortable accommodation is desired than that now obtainable. Until officers have been appointed to fill the positions which are at present vacant, it cannot be stated whether accommodation for married or single men will be required, but this information will be furnished as soon as practicable. It is likely that the temporary arrangements for filling most of the vacant positions will be necessary, in each of which cases accommodation would probably be needed for the officer only. [Signature not readable - Deputy Director Posts & Telegraphs]

(Australian Archives \A6266/1 G30/417) Another letter dated 9th September 1927 from the Postmaster General's Department added the following names and information:

Canberra Post Office Staff-

Housing Accommodation for.

With reference to my communication of the 23.8.27 and to former correspondence on the abovementioned subject, I have to inform you that the following telegraphic staff will be required at Canberra Post Office on the dates shown against their respective names:

EA Smith, Telegraphist ) 26.9.1927

JA Hirsch, Telegraphist ) 26.9.1927

CK Crotty, Telegraphist ) 26.9.1927

The majority of these officers will only be at Canberra only during the Parliamentary Sessions….

Another letter in the same file and dated 5.10.1927 in part reads:

Two representatives of the 10 Mechanics now employed in the Federal Capital Territory called today to interview the Postmaster General, who was at Parliament House, and complained strongly of the arrangements made for their accommodation etc. at Canberra. Their main grievances were:

The crude room accommodation. Formerly they were located at the Printers Quarters, but have now been removed to workmen's cubicles at the Causeway. It would appear that these cubicles, beyond a small bed and 2'x 1'table, have practically no furniture, nor protection for the better class of clothes, which suffer owing to the sap oozing from the walls. Furthermore there were openings in the walls and floors making these places extremely draughty. They stated they had been promised some kind of wardrobe to enable them to keep their better clothes in decent order, but these are not yet forthcoming, and in the meantime such clothes from lack of protection are becoming ruined… (NB These cubicles were usually shared by two workmen).
